WHEREAS, Article 118(1)(b) of the Constitution of Kenya requires Parliament to facilitate public participation and involvement in the legislative and other business of Parliament and its Committees, and National Assembly Standing Order 127(3) requires House Committees considering Bills to facilitate public participation;

AND WHEREAS, the Tobacco Control (Amendment) Bill (Senate Bill No.35 of 2024) was read a First Time in the National Assembly on Tuesday, 31st March 2026, and referred to the Departmental Committee on Health for consideration and reporting to the House;

IT IS NOTIFIED that the Tobacco Control (Amendment) Bill (Senate Bill No.35 of 2024) is a Bill sponsored by Sen. Catherine Mumma, MP, that seeks to amend the Tobacco Control Act, Cap 245A, to regulate electronic nicotine delivery systems, including electronic cigarettes and related products, and for connected purposes.

NOW THEREFORE, in compliance with Article 118(1)(b) and National Assembly Standing Order 127(3), the Departmental Committee on Health will undertake public hearings in five (5) counties from Thursday, 24th to Saturday, 26th September 2026 in Counties as per the schedule below and hereby invites the public to appear and submit written memoranda and oral views on the Bill.
